This is already mentioned here and regarded as a bug. This is the reason you must first search the forum before starting a new topic.
The second field in your Where statement should contain an property usually it’s either Inactive or Name.
You need to select a property (i.e, name or inactive) in the second field and it should work.
I don’t know whether the condition field (the one with is, is not, etc.) or the value field right after it should be visible if no property is selected.
Maybe there’s a purpose for enabling conditions without properties, but I’m going to classify this as a bug for now anyway.
