Custom Report Multiple selection in where clause

I am facing problem when i am selection multiple selection in where section
i have created custom field named Category i want to create a report to show data of only two categories . when i am selecting one category it showing data for that category but slecting two categories then showing blank report.

All Where … terms are "and"ed.
What you want is “steel” or “Freight” which Managers custom report writer does not offer
