At this current time there is not specific settings and the like for Latvia.
But you don’t have to select a country, or you can select a country similar to Latvia.

User contribed localisation were possible in the past however that feature has been removed. I believe very few contributions were actually made in practice.

I will be reintroducing it because there is a value in having universal starting point for each country/language combination. The issue was that some countries would have multiple keen contributors and I wasn’t able to pick one to be in charge. And not picking one was also bad because conflicts between contributors would arise. I have more clarity how I need to structure it.
