Cannot create or edit Extentions anymore

I started using the cloud version My extensions work but I Cannot create or edit Extensions anymore is this by design?

Create and Edit Extention still work on me

Thanks for your reply @Mabaega, It seems only the Administrator can create extensions, Restricted Users even with full permission cannot edit or create extensions.

Extensions are in Obsolete features, ensure that it is enabled in Settings if you still use them.
