never noticed this as my sales invoices are always rounded.

i am not the developer but just another user like you. @lubos will have to look into this.

That is standard practice. Alternatively you could have 00/100 at the end, but the purpose of it is to stop anyone from adding decimals to the end of whole dollar amounts, just as you do with cheques.
A google search provides more detailed info, but it is normal.

@Vacuumdog is right. Is inheritance from $ Check writing, see for example See How to Write Dollars and Cents on a Check
