This being Africa the website is not up to date, but be sure VAT will be 14.5% from 1 January 2020 since this proposal is now law

I take it the Zimbabwe Revenue Authority is the government tax department and it doesn’t use a url ending in .gov.zw such as http://www.zimtreasury.gov.zw/
