You can use the Zatca phase II Extension to create a phase I QR Code.

When your business needs to be integrated into Phase II, you can integrate with the same extension.

My company not yet eligible for phase II

and i do not know how to apply zatca phase II in manager cloud

You can install it yourself, like using the Phase I QR Generator extension.
