No. You need different IDs for different users. That is what allows simultaneous use. But there is no extra cost.

There is nothing to explain. Multiple users of the cloud edition can log in and do whatever they have permission for in every business they have permissions defined. They can do that while other users do whatever they have permission to do. Read Create users | Manager.
