The initial cost of acquiring UPC codes - expense or capitalize?

Does anyone know if you capitalize or expense the initial cost for UPC codes. I am guessing the following yearly fees will be expensed. I’m just questioning the initial fees.

I think you could legitimately capitalize the initial license fee as an intangible asset and write it off over a number of years.

However, is it really materially expensive enough to do this - most businesses will have a limit below which a purchase even of an asset is passed through as an expense
