I am trying to setup a payslip deduction item (Payroll tax) in Manager but the corresponding account which is Withholding tax does not show in the drop down menu.
Can someone assist please?

Basically, you must establish your own payroll accounts (with the exception of the Employee clearing account) and use them for defining payslip items.
Withholding tax, as used in Manager, is not related to payroll. It refers to tax withheld at the source, such as when a customer withholds some of the amount due on a sales invoice and remits to the government on your behalf.
