Manager is generally designed to allow a user to enter or partly enter anything the want but then flag erroneous entries. As such preventing entry of data into a user entry field is probably less likely to occur, instead this idea may achieve what you want

Detect duplicate reference numbers

When I’m creating bulk declarations or other entries, I usually have some unique identifier, which I fill in the “Reference” field / column. When I’m copy/pasting things from my creditcard statements → manager, I sometimes need to do a month twice, as I had to import an incomplete month bc of tax filings.
