Manager Guide Link

I can’t access the Manager Guide link. It’s not working, is it restricted to regions. I’m from PNG

Have tried this link www.manager.io or www2.manager.io
and select Guide from Top Navigation bar?

www2.manager.io sometimes displays security errors on my computer, but after a while it works again.
