Have you downloaded the correct version 32- or 64-bit?
I had downloaded 64-bit Version and my System is also 64-bit

Yes. I got installed by giving Admin rights to Temp Folder. Thanls for your support
Where were you trying to install the Manager program. To install it in the Windows program directory you need to run the installer from an elevated command prompt as described in detail here Windows Installation (not portable) - #6 by Patch
In any case the installing user must have read write execute permissions in the installation folder
