You can import the backup business file to any edition of Manager (Cloud, Server, Desktop) as long as the version (20.8.xx or whatever) is at a version as high or higher than the version you used to make the backup

Yes. Just select to import the existing Business. As @Joe91 correctly said you cannot open a newer version of the files with an older version of Manager.
