How do I create a new tax code?

I would like to create two tax codes:

British Columbia, Canada - GST 5%
British Columbia, Canada - PST 7%

Can someone please help me with instructions.

I think you actually want single tax code (GST+PST) with two components (GST & PST) since you need to charge both taxes at the same time on all sales. Is that correct?
