After e new install I can no longer find the dutch localization file, and so I don’t have a ‘concept BTW aangifte’ anymore, can anyone help me with this?

Not sure what you are doing, what Manager version, what Manager edition (Cloud, Server, Desktop), what Operating System (Linux, Windows, MacOS)?
I only can show you that on both OSX Sonoma Desktop Edition, version 24.4.17.1441 and on Linux (Ubuntu 20.04) edition I can select the Nederland (it does not say Dutch as for all it used the local language) localization, see screenshot below:
If you already created the business you can also in Settings → Business Details select Nederland.
