Bugs: Payslips before starting date do not appear in starting balances

I have migrated starting balances of a business that had salaries payable.

In order to record these, I have created payslips before the starting date (which is set to 2018/01/01)

The problem is two folds:

1. These payslip do not appear in the starting balances report:
   

   

2. These payslips do not appear in the employee clearing account:

This is not how you enter starting balances for employees.
