Budget numbers not adding up

the numbers are negative and is not giving correct balance

When entering expenses/costs in the budget you need to pre-empt them with a minus i.e. -

it worked but why doesn’t it read as this account nature ( is expenses) ?

Because that is the way the report form was designed. A profit and loss statement is just a bunch of positive and negative numbers deriving from debits and credits. Grouping them into income and expense categories is just an arbitrary presentation practice. You might just as well ask why, in the conventional presentation, all numbers are presented as positive? The answer is that it reduces clutter on the page and has been done that way for a long time, possibly centuries, since double-entry accounting was invented.
