The option to select the country isn’t appearing for me; I need to select Saudi Arabia.

Sorry for late response, but this field is no longer required by Manager to function since localized Reports and related Tax Codes are now handled using Extensions found on the top nav:
As for the address, you can just add your country inside your Address field
