Is there a way to block sale of an inventory item if there is no stock in manager? Currently it is allowing me to sell items that are not in stock and i end up with negative stocks
There is none. Also for quite some businesses they may issue invoices even when stock is not yet received but they will deliver as soon as they have it. Therefore even if the item is not in stock it still is possible to sell it.
