Why for is the import/export feature in setting tab?

Read the Guide about the Import button: Add localized settings and features | Manager.

The Export button is part of a new scheme in which users can upload localized business models, reports, and so forth for approval by the developer and distribution to other users. The framework is there, but the workflow is not yet fully functional. So there is no Guide covering it.
