Yes. For different terms on quotes than on invoices, use Form Defaults. See Set form defaults | Manager. If by templates you mean custom themes, you don’t need them for what you want.
If you are asking whether you can have different standard terms for specific customers, you would need custom themes, and your terms would have to be hard coded to be different from those for other customers.
I don’t know what you mean when you write “different terms and conditions for my user.” Users in Manager (in the server and cloud editions) are the people you set up to use the program, not people you would send quotes or invoices to.
