Where can I find the exchange rate screen management in settings?
Where can I find a full and explicit userguide?

This is generally not that important. Manager advances at an extremely rapid pace, often with multiple releases per day. But these tend to be behind-the-scenes improvements. Major functional changes are announced in the Releases category on this forum.
