Desktop 26.6.17.3647 (Windows 11): Custom theme HTML renders as plain text; no working Theme Enhancer; Raw HTML Theme has no Edit/Open

What I’m trying to do
Customize the printed Sales Invoice layout to:
Put Invoice date, Due date, Invoice #, and PO # in a single horizontal row above the items
Show “Ship To:” (the invoice Delivery address) to the right of “Bill To”
Insert a script‑font tagline on the Subtotal line (with “(and color)” in red)
Show “$” on all monetary amounts
What I expected to use
Settings > Custom Themes (paste a custom theme so HTML renders), or
Invoice > View > Theme Enhancer/pencil to apply layout changes, or
Extensions (top) > Custom Themes > Raw HTML Theme with an Edit/Open to paste code
What actually happens
Settings > Custom Themes:
I can create a theme, click its name, and see a big code box with Create/Update.
When I paste any HTML theme (even a tiny “ZZZ TEST THEME — BIG BLUE BAR” div), the invoice prints the pasted text literally. No HTML renders—just the words.
Invoice > View:
No Theme Enhancer/pencil that applies changes. Toggling the blue dot just switches default/custom, but custom shows only the pasted text (not rendered).
Extensions (top) > Custom Themes:
“Raw HTML Theme” shows Installed with only an Install/Uninstall button. There is no Edit/Open/Configure link or code box from this page.
What I’ve tried
Updated Desktop to 26.6.17.3647
Created multiple themes under Settings > Custom Themes; pasted HTML; clicked Create/Update
Selected the theme on the invoice Edit screen (Custom theme ticked, chosen from dropdown), Update, then View with the blue toggle ON
Hard refresh (Ctrl+F5)
Installed “Raw HTML Theme” under Extensions > Custom Themes (only shows Install/Uninstall; no editor)
Also tried the on‑invoice editor route; no working Enhancer appears on my build
Question
On Desktop 26.6.17.3647, where is the supported editor to create a rendering custom invoice theme?
Should Settings > Custom Themes render HTML themes on Desktop for this version?
If not, is there a different place to edit (e.g., an on‑invoice Theme Enhancer)?
If the Raw HTML Theme extension is the path, how do I open its editor (not just Install/Uninstall)?
If this is a version quirk, which Desktop build should I install to get a working theme editor?
