I think the “Business Activity statement - Full” is the name of the localisation Localizations | Manager not a reason for not being able to create a new localisation report.
A similar issue is described here Report Dutch "Concept BTW Aangifte" not able to make new report so maybe there is an issue with localisations
Are you also using Manager v 21.3.76 via the NG Software cloud?
