I had a similar issue trying to generate PDFs of reports and invoices. The issue was the supporting prerequisites for PDF generation in the browser were not installed on the server. Once they were installed PDF generation worked perfectly.
This occurred as my server is an extremely lean build. If you are running your own server I would start looking there. ChatGPT is very useful for troubleshooting and reading your logs to point to the cause of the error if you need diagnostic help.
If you are using a different version, I would still confirm that you can generate PDFs from your browser as a starting point.

We aren’t on a server and have no other issues with PDFs for anything. Seems isolated to Manager. Just our desktop, it handles cad, that exports many PDFs, shipping labels, engineering drawings, everything. And pdf generation works fine in manager on everything else. Just this section fails.
I updated does the same thing.
