Transfer to a cash or bank which the user doesn't have rights

Is it possible to give a user rights to one cash account, but still be able to transfer from that account to another cash account in Cloud Edition?

For example a User is given rights to Cash account 1. And the user wants to transfer from that account to Cash account 2 (which the user doesn’t have rights), is it possible to do?

No. That is the entire point of permissions. If the user could transfer to, the user could transfer from.
