If it is - can Manager calculate the Payslip Deduction using a %, then no, this is not possible
If it is - can Manager display the % on the Payslip Deduction line, this could be achieved by including the % in the Payslip Deduction Item name

I guess you meant that the deduction item should be automatically calculated based on a percentage of another item.
This isn’t a feature of Manager.
You can use in-field calculations to do this manually.
