If you click on the Manager windows icon after install (desktop version) and the program doesn’t appear, and no error message appears, then it’s possible that the install didn’t install required windows files.
To get the program to work, try going to windows “File Explorer,” find where the program is on your hard drive, and manually run “ManagerDesktop” application. It’ll install the required windows file before starting the program.

It’s generally recommended to uninstall and reinstall from scratch in case of a failed install but it looks like you found another solution.
