I’m trying to download Manager but get the following message

Manager-win-x64-msix could harm your device. Do you want to keep it anyway

Is this file safe? Why do I get this?

Normal windows warning for a program that Windows doesn’t readily recognise.
It is safe…so long as you are downloading from the official manager.io site you linked to in your post.
