How can I make the Inventory Cost GL functional?
What do you mean by functional? It is working out of the box. When you sell inventory items, Manager will automatically reduce your inventory on hand and put the cost amount to expenses.
Are you referring to enabling the Inventory Items tab? You do that by clicking Customize in the left navigation pane. Then check the box and click Update.
