However, as I am still learning. Someone else will have to help you with your second inquiry:
“2. I would like the consumption tax calculation to be rounded down to the nearest whole number (currently rounded up).”

However, when you go to settings > currencies > Base Currencies or New Foreign Currencies you can edit the Decimal places for the particular currency. But that might not be the answer for your second inquiry.
