The link @lubos provided addresses inventory balances carried forward from a previous accounting system. If you are asking about new acquisitions of inventory, this occurs through either purchase invoices or payments. In other words, you buy it and it will show up in the subsidiary ledger for that inventory item under _Inventory on hand_.
