The payment is probably me asking a dumb question. If the shipping is related to advertising and promotions, I’m not sure how to take the payment out of the suspense account and link it to the manual entry using the method above.
That is entirely up to you and how you define the purpose of each expense account.
You should not make both manual entries and import bank statements. If you do, you will need to delete one or the other of the resulting duplicated transactions. You do not “link” them.
