our government has implemented the new cess, which has to added in the tax invoices, 1 % cess should be added with total sales.
can you please provide the option for it.

You need to explain what cess is and what exactly it applies to: the subtotal without tax, the total with tax, or something else. Also, furnish documentation links to an official source.
you will have to create custom tax codes instead of using the in-built tax codes under Settings.
create a tax code similar to the below screenshot. you can name the tax code as per your convenience or applicable law.
