Bank rules same rules apply to every bank account

As my bankrules apply to every bank account is there a way to apply them to every account?

If you create the bank rule under Settings - Bank Rules and you don’t nominate a bank account under then it should apply to “any bank account”

However, then the same transaction within each bank account also needs to have a common matching description.

What happens if you edit the existing bank rule by blanking out the field “If Bank Account is”? Doesnt it apply to any bank account?
