Inactive tax codes show up in dropdown for non-inventory items

Inactive tax codes still show up in dropdown when selecting tax codes in non inventory items. It seems to be removed from other drop downs like quotes, invoices or inventory items. So far only non-inventory items is affected.

I can replicate this and have moved the topic to bugs.
